UAE Extends Small Business Relief Until December 2029: What Eligible Businesses Need to Know!

The UAE Ministry of Finance has announced the extension of Small Business Relief (SBR) under the Corporate Tax regime until 31 December 2029. The decision provides continued support to eligible small businesses by allowing them to benefit from tax relief while encouraging entrepreneurship and economic growth.

For startups, SMEs, and growing businesses, the extension offers greater certainty in managing Corporate Tax obligations over the coming years. However, it is important to note that Small Business Relief is a tax relief measure, not an exemption from Corporate Tax compliance.

What is Small Business Relief?

Small Business Relief is a provision under the UAE Corporate Tax Law that enables eligible businesses to be treated as having no taxable income for a relevant tax period. As a result, qualifying businesses are not required to calculate or pay Corporate Tax for that period, provided they meet the prescribed conditions.

The relief is designed to reduce the compliance burden on smaller businesses while supporting their growth during the early stages of operation.

Extension Until 31 December 2029

Under the original Small Business Relief framework, the relief was available for eligible tax periods commencing on or after 1 June 2023 and ending on or before 31 December 2026. The recent extension now makes the relief available for eligible tax periods ending on or before 31 December 2029.

The extension allows qualifying businesses to continue benefiting from the relief for an additional three years, subject to the eligibility criteria under the UAE Corporate Tax Law.

Who Can Benefit?

To qualify for Small Business Relief, businesses must satisfy the prescribed conditions, including:

  • Be a Resident Taxable Person under the UAE Corporate Tax Law.
  • Have revenue not exceeding AED 3 million for the relevant tax period.
  • Elect to apply Small Business Relief in the Corporate Tax Return.
  • Continue to comply with all applicable provisions of the Corporate Tax Law.

Businesses should also assess whether any exclusion or anti-abuse provisions apply before electing for the relief.

Does Small Business Relief Eliminate Compliance Requirements?

No.

A common misconception is that businesses qualifying for Small Business Relief are exempt from Corporate Tax compliance. This is incorrect. 

Eligible businesses must continue to: 

  • Register for Corporate Tax, where registration is required.  
  • Maintain appropriate accounting records and supporting documentation.  
  • File Corporate Tax Returns within the prescribed deadlines.  

Failure to meet these compliance obligations may result in penalties, regardless of whether the business qualifies for the relief.

The extension reflects the UAE’s continued commitment to fostering a business-friendly environment, particularly for startups and SMEs. 

Key benefits include:

  • Reduced Corporate Tax burden for eligible businesses.

Businesses should review their eligibility for Small Business Relief well before filing their Corporate Tax Return. This includes evaluating revenue thresholds, confirming resident taxable person status, and ensuring that all record-keeping and compliance requirements are met. 

Where eligibility is uncertain, obtaining professional advice can help businesses determine the appropriate tax treatment and avoid potential compliance risks.

Relief Extended, Compliance Continues

The extension of Small Business Relief until 31 December 2029 is a welcome development for UAE startups and SMEs. While it offers continued Corporate Tax relief for eligible businesses, it does not remove the obligation to comply with the UAE Corporate Tax Law.

Businesses should use this opportunity to review their tax position, maintain proper records, and ensure timely registration and filing to maximize the benefits available under the regime.
