Most businesses treat payroll as an execution problem – get the numbers right, hit the date, move on. But payroll in Abu Dhabi isn’t really about arithmetic. It’s a running compliance record that MOHRE, GPSSA, and the courts all read as evidence of how a company actually treats its people. 

The moment payroll compliance drifts out of sync with labor law, visa records, or contracts, it stops being a back-office task and becomes a liability sitting quietly on the books – one that usually only surfaces at the worst possible moment: an inspection, an offboarding, or a dispute.

We see the same handful of gaps repeatedly, and they tend to cluster around three questions: is the money moving correctly, is the paperwork telling a consistent story, and does the calculation logic actually match the law.

Payroll Compliance: When the Money Doesn’t Move Right!

  • WPS delays or mismatches: The Wage Protection System expects salaries through approved channels within a fixed window, matching contracted amounts. As of Ministerial Resolution No. 340 of 2026, effective June 1, 2026, employers must pay salaries by the 1st of every month, with an 85% minimum compliance threshold and no grace period. Late files or mismatched figures don’t just get flagged – repeated violations can restrict a company’s ability to issue new work permits, which quietly stalls hiring.
  • Missed GPSSA contributions: Pension contributions for UAE and GCC nationals follow their own salary-component rules, distinct from expatriate payroll. Businesses that don’t separate this out cleanly accumulate penalties and back-payments that compound the longer they go unnoticed.
  • Non-transparent payslips: Employees are legally entitled to see how basic, allowances, and deductions break down. A payslip that can’t itemize this weakens a company’s position the moment a wage dispute needs resolving with MOHRE. 

Payroll Compliance: When the Paperwork Stops Matching!

  • Visa and labor card mismatches: Payroll needs to move in step with every change in role, salary, or sponsorship status. When it lags, the inconsistency usually surfaces during a renewal at which point it’s no longer a paperwork fix, it’s a delay affecting a real person’s status. 
  • Incomplete or inconsistent records: Auditors and authorities expect one consistent story across contracts, payslips, leave logs, and WPS filings. Spreadsheet-run payroll tends to develop small gaps between what was paid, what was recorded, and what the contract says – invisible until someone goes looking. 

Payroll Compliance: When the Calculation Logic Is Wrong!

  • Misclassifying employees as contractors: Fixed hours, company equipment, a reporting line – if it looks like employment, UAE labor law treats it as employment, regardless of the label on the invoice. Misclassification quietly erodes gratuity and leave entitlements until it becomes a claim.
  • Gratuity calculation errors: Using gross salary instead of basic, or misapplying tenure brackets, is one of the most common errors in UAE payroll and it surfaces at offboarding, exactly when disputes are hardest to resolve quietly. 
  • Overtime and leave miscalculations: Overtime rates, holiday pay, and leave accrual shift slightly by sector and contract type. Manual tracking makes the wrong rate easy to apply, and underpaid overtime remains one of the most common grounds for employee grievances. 

None of these eight, on their own, look like a crisis. That’s exactly the risk – payroll compliance rarely fails all at once. It erodes one small inconsistency at a time until an inspection, a resignation, or a labor claim forces all of it into the open simultaneously.
